What You Will Do:
I. General Summary
Directs, oversees, administers and controls all operational and administrative activities of solid organ transplant service program operations within the guidelines of established policies in order to provide high quality health care services to our patients. Ensures efficient and effective performance in accordance with operating budget and goals. Maintains effective communications with hospital administration, medical staff, the community, and all levels of clinical employees. Ensures compliance with applicable regulatory requirements for UNOS, OPTN, CMS, TJC, DHMH and any/all others. Promotes the development of the transplant program both internally and externally. Oversees and directs departmental activities to ensure quality services for both internal and external customers. Serves as a resource for and collaborates with others to advance the hospital mission. Has 7-day-a-week, 24-hour-a-day "bottom-line" responsibility for a significant component of the transplant program’s operations. Accountable for financial operations and implementation of hospital (and service line) goals within areas of responsibility. Participates in strategic planning for the hospital and/or transplant service line of which he/she is a part. Accountable for quality/patient safety within the entire Transplant Institute and its inpatient and outpatient programs.
II. Principal Responsibilities and Tasks

1. Program Management and Planning.
A. Oversees the development, design and implementation of major administrative and operational structures, their improvement and expense management in accordance with the annual operating plan and capital and operating budgets.
B. Oversees and directs the work of employees assigned to the various domains. Assists Managers, Coordinators, and Assistants in developing task list for delivery work products for all aspects of administration and operation. Assists staff in planning and controlling the detail levels of each domain and project.
C. Assists in development of hospital, department, and individual goals and objectives, setting measurable milestones. Assists in the evaluation of staff career development and training as needed to develop the full potential of staff.
D. Implements performance standards to monitor progress, providing positive and constructive feedback to ensure efficient and effective department operations.
E. Develops administrative, operational, and organizational structures. Staff and manages committees for design and implementation of administrative, operational, and project goals.
F. Communicates with allied health, consultants, and medical and administrative support staff regularly regarding documentation, compliance, and projects in order to develop projects, resolve problems and obtain necessary information. Fosters collegial and collaborative relationships with all ancillary services working within the Transplant Institute and in partnership with the Transplant programs.
G. Participates in / initiates meetings with department administrators and various departments / hospital stakeholders, to compile data for administration, operation, and project design and implementation.
2. Responsible for managing workload planning and resourcing for administrative and operational needs of the Transplant Programs in accordance with the annual operating plan and capital and operating budgets.
A. Identifies and gains approval from Senior Management for required levels of staffing.
B. Procures staffing and non-labor resources.
C. Communicates regularly with Senior Management and Finance regarding the status of project resources.
3. Responsible for individual administrative and operational management including programming, planning, designing, implementing and documenting various operations improvement projects for the University of Maryland Medical Center in accordance with departmental procedures.
A. Leads the hospital’s administrators and user groups through the design of a project. Coordinates the planning, design and implementation activities with the user groups and others as necessary to avoid conflicts with other hospital operations, or health care activities. Assures the sign off process is completed for the project. Communicates project requirements to departmental and operations managers, such as design requirements, cost estimates and timelines.
B. Documents and reviews design criteria, contract documents, specifications, and any costs associated with each project.
C. Manages improvement design efforts by incorporating the users’ and hospital’s requirements into the design along with the associated price, time and scope requirements. Manages improvement activities to complete the project on time, within budget and associated constraints and in accordance with the design requirements.
D. Develops project schedules with administrators, user groups, and consultants ensuring that schedules are continuously reviewed and revised as appropriate. Confers and coordinates the services of all associated parties.
E. Assures compliance with state and federal standards and requirements (i.e. TJC, CMS, OPTN/UNOS, DHMH) and works with administrators, user groups, and consultants to resolve problems. Investigates problems and works with administrators, user groups and consultants to develop and implement solutions.
F. Works with administrators, user groups, and consultants in developing project documentation, such as, process maps, financial calculations, and contracts. Works with the administrators, user groups, and consultants to develop documents consistent with the administrative, operational, and project objectives and budget. Distributes documents to appropriate hospital personnel.
4. Assists in the selection of consultants for designing and implementing projects in accordance with project scope, budget and timeline. Coordinates and manages the activities of service vendors (professional consultants, information systems vendors, etc.) in accordance with procurement policies, procedures, and standard practices, and generally accepted industry standards.
A. Reviews and verifies consultant’s credentials, fee structures and experience as it relates to the project under consideration.
B. Evaluates proposals, studies and reports information associated with projects, and processes and approves change orders as necessary. Studies, analyzes and evaluates fee proposals and studies, and reports on financial, technical, and health care merit / qualities.
C. Translates the information into lay person’s terms. Reports information and related benefits to administrators and users.
D. Analyzes vendor bids; consults and negotiates with vendors to assure that the scope of work is understood and the best price is obtained.
E. Negotiates value of work for progress payments and processes and approves invoices for payments.
F. Assures that the services received match the funds being spent by the hospital.
G. Evaluates vendor performance and provides constructive feedback to the vendor to improve future performance.
H. Provides interpretation of plans and specifications and serves as contract liaison with professional consultants, information systems vendors, and service providers.
5. Maintains quality standards of health care by keeping up-to-date on changes, new regulations, new standards and TJC, CMS, DHMH, and OPTN/UNOS requirements. Develops, reviews, and revises departmental policies and procedures and assures the department’s compliance with all state, federal, and transplant organization regulations.
6. Performs all fiscal responsibilities according to hospital policies and procedures.
7. Reviews and revises regularly departmental policies and procedures.
8. Oversees or directly supervises department staff, including hiring, firing, orientation, training and evaluation within established guidelines.
9. Maintains a transplant department staffing plan that meets organizational needs and falls within UNOS staffing standards.
10. Assesses, develops, implements and evaluates department goals that coincide with the hospital goals on a yearly basis.
11. Communicates the department's needs, requirements, available services and information to internal and external customers.
12. Participates as requested on teams, committees, and special projects both internal and external to the organization.
13. Fosters team building within and across Departments, interfacing effectively with physicians, management staff, support staff, ancillary services and other hospital stakeholders to achieve transplant program objectives.
14. Demonstrates personal and professional growth and expertise by remaining current with state and federal associations and with professional trends, and by participating in community activities.
15. Coordinates the departmental performance improvement process including the preparation, analysis, and submission of required reports.
16. Complies with all standards for safety, risk management, and infection control as required by enforcement agencies.
17. Establishes standards, provides training and enforces compliance of departmental hospital customer service program.
18. Oversees the day to day operations of respective department, to provide consistent quality service to internal and external customers.
19. Reacts effectively to unplanned circumstances, demands, and challenges facing the department.
20. In cooperation with the UMMC Quality Department, the position monitors quality outcomes and recommends/oversees improvements in performance relative to the following non-exhaustive list of patient safety issues: mitigation of unsafe practices; identification and mitigation of risks and hazards; quality of the informed consent process; performing unwanted life sustaining treatment or withholding resuscitation; ensuring adequate and competent nursing staff service and nursing leadership at all levels; timely and understandable communication of patient critical information; accurate labeling of diagnostic studies including radiographs, laboratory specimens or other diagnostic studies; adverse events resulting from non-standardized, fragmented or ineffective transfer at the time of patient discharge; adverse drug events and medication reconciliation; hospital-acquired infections related to inadequate hand hygiene; central venous catheter related bloodstream infection prevention; complications associated with ventilator use; catheter associated urinary tract infections; prevention of developing venous thromboembolism and subsequent pulmonary embolism and anticoagulation therapy and coordinated care.

Education and Experience
1. Master’s degree in Health Administration, Business Administration, or a related discipline is required. At least five years experience in Transplant program(s) required.
